Contractor Performance Evaluation Using Key Performance Indicators in Nigerian Federal Road Projects

Abstract

The consistent underperformance of contractors in federal road projects has been a major concern for infrastructure delivery in Nigeria. This paper develops and validates a Key Performance Indicator (KPI) framework for evaluating contractor performance in Nigerian federal road construction projects. Through Delphi consultations with 30 experts and a subsequent survey of 110 practitioners, 18 KPIs were identified and ranked across five performance dimensions: cost, time, quality, health and safety, and environmental management. The most critical KPIs were cost variance at completion, defects liability claims, and accident frequency rate. The KPI framework is proposed as a tool for the Federal Roads Maintenance Agency (FERMA) to implement performance-based contracting in road infrastructure procurement.
